In a tense atmosphere, the deputies began on Wednesday July 21 to examine the bill “Relating to the management of the health crisis”. This text reflects the announcements made on July 12 by Emmanuel Macron: from the vaccination obligation for caregivers to the health pass for access to cafes, restaurants and trains from the beginning of August.
Over 1,100 amendments to the text have been tabled, consideration of which began at 3 p.m., and no one knows what time it will end. The final adoption of this text by this weekend – at the end of the extraordinary session of Parliament – is a feat, as it unleashes passions. The opposition, on the left and on the right, has castigated the conditions for a truncated debate.
At the opening of the debates, the Minister of Health, Olivier Véran, fiercely targeted antivaccines: “Sheep are not what you think”, said the minister, who paid tribute to the “Country that stands firm”, with the majority of French people who “Don’t shout”.
Vaccinated people no longer need to isolate themselves if they are contact cases
The Prime Minister, Jean Castex, spoke “13 hours” of TF1, following a health defense council. He did not announce any additional restrictions, but provided details on the establishment of the health pass. The head of government also announced that vaccinated people will no longer have to isolate themselves if they are contact cases.
From this Wednesday, you must present a health pass (proof of vaccination or negative test) to go to the cinema, to the museum or to sports establishments. In short, in all places of leisure and culture gathering more than 50 people (against 1,000 previously).
At the same time, the number of contaminations is exploding, due to the Delta variant, which is more contagious. On Wednesday, 21,500 contaminations were identified (18,000 the day before). “We have an increase in the circulation of the virus of the order of 150 % over a week: we have never known this », the Minister of Health warned on Tuesday. While the outdoor mask is making a comeback in tourist areas where the epidemic is on the rise (Haute-Garonne, Charente-Maritime, or even, from tomorrow, certain municipalities of Meurthe-et-Moselle, France). Hérault and Vendée), the government no longer hesitates to talk about “Fourth wave”.
Five million additional immunization appointments
Announced by Emmanuel Macron nine days ago at the same time as the compulsory vaccination of caregivers, the expansion of the health pass has caused a rush on vaccination. Mr. Castex announced on Wednesday the opening of five million vaccination appointments “Within fifteen days”, with the objective of reaching 50 million first-time vaccinations against Covid-19 at the end of August.
The head of government hopes that four million French people will receive their first dose during the last week of July, and another four million during the first week of August. He reaffirmed his goal of reaching 40 million first-time vaccines in France at the end of July.
No identity verification and a week of “ pedagogy »
Regarding the verification of health passes, the Prime Minister confirmed that the control would be good “The responsibility of the establishment” (restaurants, cinemas …). On the other hand, the managers will not have to take care of the verification of the identity of the customers. These checks will be carried out “By the security forces, as a second step or during random police checks”.
A tolerance of” one week “ will be granted to make “Pedagogy” after the entry into force of the extended health pass, “The time of sanctions” only coming after. However, there will be “No health pass in schools”, confirmed Mr. Castex, even if the executive also intends to accelerate the vaccination campaign for 12-17 year olds. In this context of epidemic resumption, the discotheques, which have just reopened for a third of them, are “Under strong vigilance”, especially in “Departments where the incidence rate is exploding”.
The obligation to wear the mask in places subject to the sanitary pass will no longer apply. The health pass implies, according to the Minister of Health, Olivier Véran, “That we are sure that all the people who return are completely vaccinated or have a very recent test which is negative”. “Wearing a mask may however be made compulsory by the department prefect when local circumstances justify it, as well as by the operator or the organizer”, nuance, however, a decree issued Tuesday. Unlike the public, employees who work in places subject to the health pass will have to keep the mask for the moment, said the Ministry of Labor.
The CNIL calls for the health pass to be “clearly defined”
Without opposing the extension of the health pass, the National Commission for Informatics and Liberties (CNIL) asks Parliament to do well “Circumscribe” the new device, which is an infringement “Particularly strong” to freedoms, warned its president, Marie-Laure Denis, Wednesday during a hearing in the Senate. This breach “Can only be admitted if the State can demonstrate that the surplus efficiency brought by the health pass (…) appears necessary “, she said, proposing to parliamentarians a number of clarifications or adjustments to the text.
Thus, for example, the control of the identity of the person presenting a health pass is a subject “Eminently sensitive” which justifies that the law “Specify the terms”. The CNIL also wants the places for which the pass will be made compulsory to be clearly specified by law. Mme Denis also recommends that parliamentarians force the government to provide an evaluation of the effectiveness of “Different digital devices” set up by the government to fight the pandemic.
The government “intractable” in the face of violence
Jean Castex also sent a message of firmness to those who “Come to acts of violence” protesting against vaccination. “We will be intractable”, he promised, targeting those who “Allude to the yellow star or the Shoah, attack parliamentary offices, set fire to vaccination centers”.
During the weekend of July 17 and 18, several vaccine centers were vandalized. That of the town of Urrugne, in the Pyrénées-Atlantiques, was the target of an arson. In Audincourt, in the Doubs, the electric current was cut in a “targeted” manner in a center. In the Landes, the vaccination center of Saint-Paul-lès-Dax was tagged with swastikas. The Dax prosecutor’s office opened an investigation on Wednesday. The municipality has indicated that security in the vicinity will be reinforced.
